Confirming the cause of the problem

Fixing the problem
If the runners you're using don't meet the recommended hardware requirements, consider using either 大型运行器 or self-hosted runners.
大型运行器s are GitHub-hosted runners with more RAM, CPU, and disk space than standard runners. These runners have the runner application and other tools preinstalled. For more information about 大型运行器 and code scanning, see 使用较大运行器 and Configuring larger runners for default setup.
Self-hosted runners offer more control of hardware, operating system, and software tools than GitHub-hosted runners can provide. For more information, see 自托管运行程序.
